The Reichsluftschutzbund was founded by Hermann Göring on April 29, 1933 and was at the same time subordinate to Göring's Reich Ministry of Aviation. Among other things, the German Air Raid Protection Association (DLS), which had existed since 1927, and the German Air Raid Protection League (since 1931) had been forcibly merged within the federal government. With the RLB, all air-raid associations founded in the Weimar Republic had ceased to exist. In 1940 the RLB was transformed into a corporation under public law, and in 1944 it was transferred to the NSDAP .
